Close all the apps on your phone that use GPS. Then open Apple Maps > Type an address, wait for 10 mins and launch a third-party app to see if it detects the location correctly. 

You can alternatively try to entirely disable the DND function (Do Not Disturb) on your iPhone. Your GPS will work completely fine. 

If the issue still persists, you can reset your network settings on your iPhone. Go to Settings > General > Reset Network Settings or can also try to restore iOS using iTunes to deal with GPS related issues.
